` The ultimate authority in most colleges, usually consisting of all or most of the Fellows . Under the Oxford and Cambridge Act of 1923 in every college the Head and the Fellows constitute the Governing Body for changing statutes. Gonville and Caius College has, apart from this, no Governing Body as such, and the ultimate authority is current the General Meeting of fellows. The governing body of the university is the Regent House .
