Dr Peter Hargreaves joined the Syndicate from the British Council in 1989 and became Head of the EFL (English as a Foreign Language) Division, under John Reddaway, General Secretary. When the UCLES Group was divided into Business Streams in 1997 he then headed Cambridge EFL which became Cambridge ESOL and led the business through a period of rapid growth. He died as Chief Executive of ESOL (formerly EFL) in January 2003.

These papers were deposited posthumously by Sue Bidwell, his P.A, throughout the Summer of 2003.
