The Inter-Group Research Committee (IGRC) was set up in 1988 by the six Examining Groups in England, Wales and Northern Ireland responsible for the conduct of the GCSE. These were the London and East Anglian Group, Midland Examining Group, Northern Examining Association, Northern Ireland Schools Examination Council, Southern Examining Group, and the Welsh Joint Education Committee. The IGRC reported direct to the GCSE Secretaries. Its terms of reference were to:
1. Advise the GCSE Secretaries on all research and associated matters concerned with GCSE examinations.
2. Conduct and report on such GCSE research studies as instructed by the GCSE Secretaries.
The first meeting of the IGRC was held on 9 February 1988.
