The regulations are divided into nine sections:. I. On the position of the Royal Observatory in relation to the Government; and on the position, duties, and responsibilities of the Astronomer Royal. II. On the position, duties, and responsibilities of the Assistants. III. On the general objects to which the Royal Observatory is practically devoted. IV. On the internal arrangements applying to the daily business of the Observatory. V. On the printing and distribution of the Observations. VI. On the management of the Buildings, Grounds, and Moveable Property of the Royal Observatory. VII. On the management of the Money Accounts of the Royal Observatory. VIII. The booklet covers the receipts and payments of money and cash accounts, with sections on imprest bills, cheques, cash books and public balance; contingent and other miscellaneous payments; and accounts and returns.

5 Wartime regulations and notes. Regulations and notes covering the conduct and activities of staff at the Royal Observatory, Greenwich, during the Second World War, including aspects of war duty. The entries are arranged alphabetically, and begin with an address list. There are a number of loose items. The volume is initialled H.W.N. on the cover, probably referring to H.W. Newton, who was in charge of the Observatory at this time, and who is mentioned in a note on the inside cover.
