General Edward Charles Frome (1802-1890) was Lieutenant Governor of Guernsey, 1869-1874.

An undated report on Heligoland and Sandy Island with reference to a letter of Lord Carnarvon, 27 July 1858. The report is probably a draft.

Presented with the Frome Papers, which were received 1929-1933.
