182 x 155 mm. (2 copies) Mr. Fred Lee, Secretary of State for the Colonies (left), greets Mr E.W. Barrow, the Premier of Barbados, on his arrival at the opening session of the Barbados Constitutional Conference which opened at Lancaster House. In his opening speech in which he welcomed the visiting delegates, the Secretary of State for the Colonies said 'Your country has one of the longest traditions of parliamentary government of any country outside the United Kingdom. Yours is a democratic society and you are used to doing business by the process of discussion. The aim of all of us will be to devise arrangements under which the people of Barbados can move forward to play an even greater role in Caribbean, Commonwealth and world affairs than they have done in the past'.
