Content and context

Outlines the points agreed on by a small all-party group in the Commons with regard to constitutional reform in India. The group suggest that a communication should be sent to the leaders of the various parties in India, proposing, among other things, that a small all-party mission should visit India. Asks him to consider the matter and obtain the opinion of the Viceroy [Linlithgow].
