Content and context

States that he has 'no reason to believe that Debentures were included in the amount of 'Calls' received by Joint Stock Companies, as in Share capital of Railways.' Asserts that the amount of capital paid up belongs to shareholders, who are also liable for the amount of debenture, and that he has 'no means of estimating the amount of Capital borrowed by companies', which will 'vary very much with the nature of the business.'
