States that he approves of the proposal 'contained in Part II of the Report of Scheme for modifying the Previous Examination.' Declares that the substitution of modern languages for Latin or Greek 'will enable many deserving students of great mathematical or scientific ability to proceed to the University who are now deterred by the necessity of learning Greek, which perhaps they have not commenced at 17 or 18 years of age.'
