Philip Cunliffe-Lister was born in 1884, the son of Colonel Y. G. Lloyd-Greame. He assumed the name of Cunliffe-Lister in 1924. He was called to the Bar in 1908. He served in the army 1914-1917. He then held the following positions: Joint Secretary of Ministry of National Service, 1917-1918; Chairman of Permanent Labour Committee of War Cabinet War Priorities Committee, 1918; Member of Select Committee on National Expenditure and of Select Committee on High Prices and Profits,1918; MP (U) Hendon Division of Middlesex, 1918-1935; Parliamentary Secretary to the Board of Trade, 1920-1921; Secretary to Overseas Trade Department, 1921-1922; Chairman, Imperial Economic Conference, 1923; President of the Board of Trade, 1922-1923, 1924-1929, 1931; Secretary of State for the Colonies, 1931-1935; Secretary of State for Air, 1935-1938; Cabinet Minister, Resident in West Africa,1942-1944; Minister for Civil Aviation, 1944-1945; President of the National Union of Conservative and Unionist Associations, 1949. Chancellor of the Duchy of Lancaster, Minister for Materials, 1951-1952; Secretary of State for Commonwealth Relations, December 1952-April 1955. Deputy Leader of the House of Lords, 1951-1955. Cunliffe-Lister died in 1972.

The papers in this collection reflect the events of both Swinton's personal and professional lives. There are family letters and mementoes as well as speech notes, engagement diaries and political correspondence.

Philip Cunliffe-Lister, First Earl of Swinton, left all his papers to Churchill College. The first instalment was collected from Swinton Castle in November 1972 (SWIN I). Another 19 boxes were discovered and transferred to the College in August 1974 (SWIN II). Further material was added to the collection in October 1975 (SWIN III).

This collection is owned by Churchill College.

Access and Use

The collection is open for consultation by researchers using Churchill Archives Centre, Churchill College, Cambridge. Churchill Archives Centre is open from Monday to Friday, 9am-5pm. A prior appointment and two forms of identification are required.

Researchers wishing to publish excerpts from the papers must obtain prior permission from the copyright holder and should seek advice from Archives Centre staff.
