After 1968 he worked at the Civil Service Department, becoming its Second Permanent Secretary from 1975 until his retirement in 1981. He was a Church Commissioner, from 1982-96.
The memoir has a number of appendices which include the text of Herbecq's talk to the British Institute of Management dining club, 17 October 1978; and copies of letters from Herbecq to the Bishop of Chichester (Rt Rev Eric Kemp) relating to troubles experienced by the Church Commissioners, December 1993, and to Rt Rev Michael Turnbull, Bishop of Rochester, relating to "The Rochester Commission", May 1994
The memoir and related papers were lodged at Churchill Archives Centre by Sir John Herbecq in November 2006.
