Material relating to a second hearing decided by the Delegation and Committees following Parliament's resolution. Based on the contrast between the unconditional aid $1.5bn and the $150bn still spent by NATO on new (and mostly high-tech) weapons ($100bn) and research into new weapons ($50bn), the second hearing was into the practicability of using the Western defence budgets -and defence industry -to make the plans for joint East/West ventures aimed, under a Marshall Plan framework, to provide the industrial and agricultural infrastructure needed to get Russia and Ukraine to economic viability.
