Correspondents include: 2nd Lord Zetland [former Secretary of State for India and Burma, earlier Lord Ronaldshay], recalling his proposals to the Cabinet on an Indian settlement in 1940; Lionel Curtis, former Assistant Colonial Secretary to the Transvaal [South Africa], recalling his dealings with the Indian National Congress in 1916; Eric Seal [Principal Private Secretary to Winston Churchill, Prime Minister]; Churchill, on the proposed new constitution (2); Lord Halifax [Foreign Secretary, earlier Edward Wood and Lord Irwin] on the proposals and Churchill's view; Sir Arthur Lothian, former Secretary (Federation) and Special Representative of the Viceroy in federal discussions with Indian States, on LSA's view that the Indian Princes had caused the failure of plans for a federal India.
