Content and context

Correspondence and papers from the council (of which JA was president), particularly correspondence with Louis FitzGibbon (council secretary) on general council business. Other correspondents include: Ewen Fergusson [Deputy Under-Secretary of State (Middle East and Africa), Foreign and Commonwealth Office] on aid to Ethiopia and Sudan; Sir Donald Hawley; Tom Normanton; John Browne; James Johnson (2); Sir Bernard Braine; Cranley Onslow, Minister of State, Foreign Office, on concerns about aid to Ethiopia reaching the right people; Timothy Raison, Minister for Overseas Development, on aid to Somalia and Zimbabwe.

Also includes reports by FitzGibbon on political missions to the German Bundestag and European Parliament, the international conference in Sudan on Islamic law, 1984, and the Soviet influence behind the tripartite pact of Aden [the alliance between Libya, Ethiopia and South Yemen] and a paper on strategic areas in the Red Sea.
