Undated notes in Parkes' hand, probably for a speech, concerning the government of Japan around the time of the Meiji Restoration and Parkes' work and objectives during that period. The document is labelled on the reverse 'Liverpool Nov '71' in Parkes' hand and 'Contains rules Sir H P set himself for his work(?) in Japan' in another hand. The notes are on one sheet of Athenæum Club notepaper. There is also a second sheet of undated notes in Parkes' hand, possibly on the same subject.
