A copy of a notice from Isaac J. Allen, United States Consul at Hong Kong, requesting that the masters of all American merchant vessels at Hong Kong display the national colours on their vessels at half-mast in recognition of the death of Admiral Henry H. Bell, late commander of the U.S. East India Squadron, dated Hong Kong, 30 January 1868.
