A document containing two memorials on the establishment of railways in China. A note at the end records that the memorials were translated from the Chinese by the interpreters of H.B.M. Legation of France, Peking.
1. 'The placet of General Liou': an English translation of a memorial from Liu Ming-ch'uan to Emperor Kuang-Hsu concerning the desirability of constructing railways in China, c. 1880 (pp. 1-10).
2. 'Rapport de Li-hung-Chang sur l'etablissement de Chemins de fer en Chine': a French translation of a memorial from Li Hung-chang (Grand Secretary and Senior Guardian) to Emperor Kuang Hsu, dated Tientsin, January or February 1881 (pp. 11-32).
